On March 9 2023 Constable CLEAVE (Port Moody PD Mental Health Unit) requested the assistance of the Coquitlam RCMP Mental Health Unit with a check well-being / arrest of Daniel BERLADYN who resides in Port Moody (x -ref PO23-1255). Coquitlam MHU members Corporal KLEIN and Constable SHAH attended the Port Moody PD building for a briefing which took place at approx 1000hrs. Corporal KLEIN has assisted Constable CLEAVE in the past and was familiar with BERLADYN and his hate for the Port Moody PD officers, and it was still believed that BERLADYN "liked" the RCMP better than Port Moody PD.

The briefing discussed a plan to check on BERLADYN at his residence, 560 Foress Drive, Port Moody BC. It was identified that BERLADYN had made recent online threats to a local MLA in Port Moody and another female he was an acquaintance with. Prior to leaving to attend the residence it was determined that BERLADYN was not home at the time, and the plan was aborted at that point in time. Coquitlam MHU members departed the Port Moody office at around 1045 hrs. Corporal KLEIN spoke with Constable CLEAVE and advised if they required the assistance from Coquitlam later on in the day to reach out for the help.

At approximately 1530 hrs, Constable CLEAVE called Corporal KLEIN to seek additional supports to now attend BERLADYN's residence in Port Moody. Both Corporal KLEIN and Constable SHAH were at the Coquitlam RCMP detachment, and both made their way to Foress Drive area of Port Moody where a meet point was set with Port Moody PD.

Corporal KLEIN arrived near Foress Drive at approximately 1555 hrs. A plan was then formulated to have both Corporal KLEIN and Constable DIXON attend the residence to conduct a door knock, and attempt to speak with BERLADYN about his mental well being and arrest him for the utter threats charges. At approximately 1627 hrs both Corporal KLIEN and Constable DIXON walked up to the residence. Members walked to an open garage which then led to a door inside the garage that led into the house. It was believed that BERLADYN resided in the basement suite of the house. Constable DIXON knocked on the basement door, and shortly after a male voice could be heard from the inside. There was a silence for a while, and more knocks were done and it was announced that police were outside the residence. The male on the inside could be heard yelling and upset that police were there, he eventually opened the basement door at approximately 1630 hrs. Corporal KLEIN immediately recognized the male as Daniel BERLADYN, from previous interactions with him with Constable CLEAVE. BERLADYN was angry that police were there, and he was visibly shaking in the presence of the two police officers standing in his garage. BERLADYN continued to raise his voice with Constable DIXON, and spewed about the Port Moody Police and how they were all killers and he wanted nothing to do with them. Constable DIXON announced that in fact they brought "Mounties" to assist, and that was when BERLADYN focused on Corporal KLEIN who introduced himself and advised that he was an RCMP member. BERLADYN advised he did not want to talk to with any Port Moody officer around, and advised he would come out and walk over to the nearby park to talk with Corporal KLEIN.

Both BERLADYN and Corporal KLEIN walked together down the driveway, and turned left to walk over a bit to a grassy area where the nearby park started. Corporal KLEIN advised that police where there to check on his well being due to the recent online threats he had made where he had threatened violence and to shoot some people. BERLADYN continued to be visibly upset with police talking with him, he kept reverting back to old things that happened at his house with police, and his deep hatred of the Port Moody Police and its officers. After speaking with BERLADYN for about 10 minutes it was determined that BERLADYN did not meet the criteria to be apprehended under s.28 of the Mental Health Act.

Corporal KLEIN asked BERLADYN about the threats he made online and he didn't want to talk about that information, he just kept talking about past issues with the Port Moody police and it's officers. At approximately 1640 hrs Corporal KLEIN advised BERLADYN that he was under arrest for the utter threats he made online, he was good about that and was placed into handcuffs without incident by Constable DIXON. BERLADYN was searched incidental to arrest and he only had his cigarettes, lighter, wallet, phone and keys with him. BERLADYN continued to spew about the Port Moody police and actually could not get off track with that thought in his head.

Constable DIXON formally arrest, charter warned BERLADYN from her prepared card, BERLADYN did not properly reply to the questions asked of him instead he chose to focus on the fact he wanted to connect with his lawyer via the internet as that was the only way he communicates with his lawyer. BERLADYN continued to be rude and disrespectful toward Constable DIXON and eventually Constable CLEAVE who had walked to the driveway after BERLADYN was in custody. BERLADYN did not wish for any Port Moody officer to deal with the UTA and asked that Corporal KLEIN take over doing that task. Corporal KLEIN then took BERLADYN to the side of the driveway where it was explained to him there were certain conditions to follow and abide by, court and finger print dates etc, and that he needed to acknowledge this and sign, in order not to be held in custody on this matter tonight. BERLADYN complained about the "report to bail supervisor" portion of the conditions but eventually he signed the document and a copy was left for him. BERLADYN was released from custody at approx 1700 hrs after he signed for the UTA.

Corporal KLIEN advised BERLADYN that he was not going to be taken the hospital and that he did not meet the criteria to need to be taken there, he then said he was having chest pain and wanted to go to the hospital. An ambulance was called by constable DIXON, which arrived shortly after, and upon BERLADYN seeing the two EHS staff were both female, he refused service from the ambulance. BERLADYN continued his rude and disrespectful comments to the EHS staff who then drove away.

Copy of Corporal KLEIN's notes and McNeil have been forwarded to Port Moody PD, this ends the involvement in this matter with BERLADYN and the Coquitlam RCMP, charges are being forwarded by Port Moody PD.
