BACKGROUND:

Constable SHAH is a police officer employed by the Royal Canadian Mounted Police and serving the cities of Coquitlam, Port Coquitlam, Anmore, Belcarra. Constable SHAH has been a police officer for 5 years and presently serves as a mental health liaison under the community policing realm.

INITIAL CONTACT WITH PORT MOODY POLICE - REQUEST TO ASSIST:

At 10:00 hours, Constable SHAH attended the Port Moody Police Department (referred to as PMPD going forward), head office which is located at 3501 St. John Street in Port Moody BC. Constable SHAH's supervisor (Cpl. Klein) had spoken with the mental health liaison at PMPD who had stated PMPD requires assistance with a male who had been expressing concerning commentary on various social media platforms and PMPD has had interactions with the male in question and have reason to believe his threats towards others to be credible.

Cst. SHAH attended the board room and took part in a briefing however new information came to light confirming that the subject male had gone to work for the day and no longer home. Constable SHAH Witnesses as PMPD attempted to PING the subject male's cell phone to get a location on him, with public safety of interest, given his mental health and recent commentary on social media. Police were unable to obtain a PING / location and as such, at that time, the operation was called off. Constable SHAH returned to his detachment at the Coquitlam RCMP.

ATTENDING THE SUBJECT MALES RESIDENCE TO ASSIST PORT MOODY POLICE DEPARTMENT (PMPD):

At approximately 1620 hours, Constable SHAH re-attended the city of Port Moody, at a pre- staging location approximately one block from the subject male's residence, where he met with PMPD and at 1628 hours attended the address of the subject male (identified as Daniel BERLADYN and referred to as BERLADYN going forward). Constable SHAH served as a lethal threat over-watch unit, having been trained and certified by the Royal Canadian Mounted Police in a C8 Carbine Rifle. This allowed Constable SHAH to remain at a far distance with a long overview of the residence of BERLADYN and prepared if BERLADYN did in fact have access to a long gun, to address the same if presented to police conducting a door knock at his residence. Constable SHAH positioned himself at a residence across the street from BERLADYN's residence and out of view (concealed).

Constable SHAH's observations:

* At 1631 hours, police made contact with BERLADYN, Constable SHAH observed that he was screaming at officers who were speaking with him calmly. BERLADYN's screaming continued for approximately 5 minutes.

* Approximately 5 minutes after the initial contact between police and BERLADYN, Constable SHAH observed BERLADYN walk to the end of his driveway where it meets the street and continue yelling at police including the following,

+ I've been abused by the fucking Port Moody Police thugs for years, they destroyed my home and my fucking life, fuck them. BERLADYN kept repeating profanities and directed them mostly toward two PMPD female officers on scene.

+ Officers who were with BERLADYN were still trying to have him focus on the uttering threats on-line, however BERLADYN kept screaming about past mis-treatment by police and stated police don't care when he is threatened but they care when he threatens others!

ARREST OF BERLADYN

At 1641 hours, Constable SHAH still concealed, observed the members who were speaking with BERLADYN place him under arrest. While BERLADYN was still screaming profanities and accusing police for past abuses, he was compliant and placed his arms behind his back and placed under arrest without incident.

CONSTABLE SHAH CLEARS FROM SCENE:

Upon the completion of the arrest and BERLADYN secured by police in handcuffs, Constable SHAH removed himself from the immediate vincinity of BERLADYN's residence, driving his police car one block away as a stand by unit until everyone on scene could exit safely. Constable SHAH, who was on and monitoring the PMPD radio, heard members who were with BERLADYN request EHS on scene as BERLADYN was complaining of chest pains. At approximately 1710 hours Constable SHAH observed an EHS unit arrive on scene. Constable SHAH was one block away and unable to hear the interaction between EHS and BERLADYN (who was no longer in handcuffs) and Constable SHAH observed BERLADYN walk to the passenger side of teh EHS bus and his arms were flailing erratically and his face was overtly animated as though he was screaming at the EHS attendant and then Constable SHAH observed BERLADYN walk away from EHS at a very fast pace. Approximately 2 minutes after this, Constable SHAH observed EHS leaving the scene.

Constable SHAH left the scene, returning to his home jurisdiction of Coquitlam at 1730 hours.
