SYNOPSIS - 1

On August 27, 2017 at 2025 hours ["Lisa PALMER"] called to report that Daniel BERLADYN (Daniel) was at ["HIS Rightful BERLADYN"] residence at ["560 Foress Drive, Port Moody"]. Daniel was previously on a peace bond due to mental health issues where Daniel had threatened to harm himself and to"off" his family, according to ["A CRIMINAL FRAUD"].

The peace bond expired in July of 2017 and [_BLANK_] was concerned for [_BLANK_] safety as a result of Daniel attending the residence. Daniel was observed by a neighbour who notified the BERLADYN residence of his presence. Daniel was observed by unloading his drywall tools and equipment into her back yard.

["HIS MOTHER"] asked Daniel what he was doing and he ignored her. Daniel eventually left in his black 2014 GMC Savanah [BCLP HY9995] and was subsequently stopped by members on Ailsa Avenue and Eildon St in Port Moody.

["HIS MOTHER"] was hesitant to pursue any charges against Daniel as she did not want to "kick him while he's down." It appears that Daniel may have been evicted from his residence and is using ["HIS Rightful BERLADYN"] property to store his equipment. When ["HIS MOTHER"] was asked about safety concerns she stated that she is more worried about him as he has been suicidal in the past. Daniel was released from the traffic stop without incident as it was not clear whether an offence had been committed and due to ["HIS MOTHERS"] hesitation to support charges. Members request file to be reviewed by the Mental Health Liaison as mental health issues appear to be the driving factor at play and mental health intervention may be more appropriate in this circumstance.

BAIL RECOMMENDATIONS:

Taking into consideration D. BERLADYN's history, volatility and perceived mental instability, Cst OHASHI is requesting Crown Counsel consider the following bail recommendations for the following purposes:

1) For protection of the victim ["FRAUDULENT POLITICS"] in this investigation.

2) To ensure D. BERLADYN is referred to the appropriate mental health resources as previous treatment attempts through voluntary mental health programs have failed and D. BERLADYN's mental health is believed to be a driving factor in this investigation. Moreover, Cst OHASHI has concerns for D. BERLADYN's mental health as he often expresses suicidal ideation and Cst OHASHI believes him to be in need of mental health intervention for his own safety.

RECOMMENDED CONDITIONS:

You shall keep the peace and be of good behaviour.

You shall report in person to a Bail Supervisor at 2610 Mary Hill Road in Port Coquitlam, BC, within 48 hours upon release from custody and therefore as directed.

You shall notify your Bail Supervisor of your residential address and not change your address without the prior written permission of the Bail Supervisor.

You shall not contact or communicate directly or indirectly with ["YOUR OWN MOTHER"]

You shall not attend the residence of ["YOUR OWN MOTHER"] except for the purpose of obtaining your personal belongings in the company of a Peace Officer.

You shall take reasonable steps to maintain yourself in such condition that that your condition will not likely cause you to conduct yourself in a manner dangerous to yourself or anyone else, and that it is not likely you will commit further offences.

You shall attend at the Forensic Outpatient Clinic, Tri-Cities Mental Health, or any other related Mental Health Service as directed by your Bail Supervisor for the purpose of receiving such medical counselling and treatment as may be recommended except that you shall not be required to submit to any treatment or medication to which you do not consent.

If you do not consent to the form of treatment or medication which is prescribed or recommended, you shall forth with report to your Bail Supervisor and thereafter as directed. If directed by your Bail Supervisor, you shall report to the Forensic Outpatient Clinic, Tri-Cities Mental Health, or any other related Mental Health Service for the purpose of being monitored.

You shall provide your treating physician with a copy of this order and the name and telephone number of your Bail Supervisor. You shall instruct your treating physician that if you fail to take medication as prescribed by him / her or fail to keep any appointment made with him / her, s/he is to advise your Bail Supervisor immediately of any such failures.

RTCC SYNOPSIS:

On August 27, 2017 at approximately 2025 hours, ["Lisa PALMER (his sister)"] phoned the Port Moody Police Department to report that Daniel BERLADYN (D.BERLADYN) was at ["HIS Rightful BERLADYN"] residence located at ["560 Foress Drive, Port Moody"]

Up until July 2017, D. BERLADYN was bound by conditions of a Section 810 Peace Bond application to not contact or attend ["HIS Rightful BERLADYN"] residence. On today's date, D. BERLADYN attended ["HIS Rightful BERLADYN"] residence and unloaded a large amount of drywall tools and equipment into her yard. ["HIS Mother"] did not provide D. BERLADYN permission to do so.

D. BERLADYN's mental health issues are believed to be a driving factor in this specific investigation as well as previous police contacts. Police are forwarding a criminal charge of Mischief against D. BERLADYN and are requesting Crown Counsel issue a warrant for his arrest.Recommended bail conditions from police will include a Roger's Order.
