Evolution of Public Safety in Port Moody:
On July 6, 2020 the Port Moody Police Board unanimously passed a resolution to take the first steps towards engaging with the community regarding the evolution of public safety in Port Moody.
A Task Force on Public Safety Evolution was struck, consisting of all our Police Board members and their work will expand as efforts get underway.
The Police Board has directed public outreach in order to expand and diversify voices at the table in relation to the conversation on the evolution of public safety.
The PMPD Police Board is specifically interested in several policing issues, including body-worn cameras, street checks, police involvement in mental health calls, the level of militarization of uniforms, vehicles, and equipment, as well as police contact in our local schools. Feedback from the community along with other information will serve as a critical foundation for the months ahead, as these, and many other, issues are discussed and considered.
As a first step in the conversation, the citizens of Port Moody are invited to share their thoughts on these important issues by completing a short survey.

1. Do you live in Port Moody?
Yes. I have lived in Port Moody my entire life, I only seem to die elsewhere.

2. Have you had contact with the Port Moody Police in the last 24 months?
Note: this includes any type of contact such as requesting police assistance, receiving a violation ticket, talking with police on the street etc.
Yes. I have lost immediate mental count of the number of contacts made within the last 24 months.
3. Please tell me how satisfied you are with police services provided by the City of Port Moody.
While the "services" appear to be improving, I cannot say that I have been exceedingly satisfied.
Mental Health Calls
In this section we would like to gather your perspectives on the how best to respond to situations that involve persons with a mental health concern.
4. Who do you think should respond to calls about someone's well-being?
e.g. a person is concerned for the well-being of someone they know and request an organization to check to see if they are Ok.

It is irrelevant as to whom does the check in many ways. Yet in others it will matter very much so. I have known from first hand testimony of a Suicidal Man in the Act of Killing Himself via automobile exhaust in his enclosed garage who was rescued by an RCMP Member who smashed through a window in order to forcibly Save the Man's Life.
My primary gripe with such a thing is the passive irresponsibility of members of the general public who may conveniently absolve themselves of any personal responsibility as they call the police asking for Well Being Checks in order to ease their own Liabilities/Obligations. I refer to such as Personal Absolvement. I believe people who do such to be very selfish.
If one person is truly concerned for another they will inspect themselves, with their own eyes, with their own questions. If the person is responsible, they will then question themselves as to whether their Act did more good than it did harm. They will ponder the possibilities as to whether the added complications that they have just burdened another already over-burdened person with were well worth everyone's trouble.
Naturally there is also corruption. This can come in many forms. It could be abusive police behaviour. Kill a person with kindness so to speak.
Corruption could also appear as it did in a recent Twitter video. In this case, one neighbour who could not sleep due to noise called the police claiming there was a domestic dispute between a girlfriend and boyfriend next door. He reported a couple who were simply enjoying themselves playing video games late at night. When the police showed up they shot the boyfriend dead.
Personally, I find the insistence of police officers, doctors and anyone else attempting to force deeply intimate answers out of my person in order to complete bureaucratic assignments to be extremely invasive, highly insulting and very detracting to my health. Having the experience of being on the receiving end, I find such actions to be exceptionally ignorant. It may even be Constitutionally questionable in practice.
The insanity of knocking on someone's door and attempting to forcibly ask them: "Do you want kill yourself?" can be extremely moronic. "Just answer the question so I can leave; do you want to kill yourself?". When you do so, not only are you planting the seeds of suicide to end up rolling around in someone else's mind long after you are gone, the entire action immediately degrades a person's mental health.
5. Who do you think should respond to incidents involving someone who appears emotionally disturbed, is in need of intervention, and is not currently violent towards themselves or others?

9. Do you believe a social worker or mental health worker should accompany Port Moody Police when they respond to calls that may involve a person with mental health concerns?

No.
I do not believe that a COMMUNIST SOCIAL WORKER, nor a COMMUNIST MENTAL HEALTH WORKER, should accompany the Port Moody Police when they respond to calls that may involve a person with mental health concerns. I believe God should be the only accompaniment needed.
10. What do you believe the role of police should be when responding to mental health calls?
Bring no additional harm.
Body-worn cameras
Body-worn cameras are devices that are worn by police officers when they respond to calls. A body-worn camera records video and audio when activated.
11. Do you believe use of body-worn cameras by police will increase transparency of police interactions with the public?

No.
Body-worn cameras may provide hard fact proving the Guilt/Innocence of an Officer/Civilian, but they also come with many detraction's. Recording increases the stress levels for all parties involved, the police, the suspect, the victim. I personally do it with Audio, but I do not actually enjoy doing such. I find it raises stress and psychologically distorts natural interchanges.
Body-worn cameras also continue the same ongoing problem. That being that only one party controls the "truth". In looking towards departments were they are in use during questionable incidents equipment malfunctions have suddenly "happened". Perhaps if the data was instantly available without question nor hindrance to all parties involved then it may be something to consider.
12. Do you believe increased police costs or reduction of other services are justified in order to equip officers with body-worn cameras?

No.
I believe that the expense to equip and maintain an Officer with existing provisions is likely over the top as it is and I personally would rather see the expense spent elsewhere on something much more ground-breaking and fruitful.
Street Checks
A street check means a voluntary interaction between a police officer and a person. It is more than a casual conversation and may include the officer requesting identifying information from the person they are interacting with.
Police may use street checks to identify who is regularly present in high risk areas e.g. areas with a recent spike in crime.
13. Do you believe street checks are a useful tool for the detection and prevention of crime?

Indifferent.
I could argue either way. I could state that they are an absolutely useful tool for the detection and the prevention of crime. I could also argue that they might be highly invasive and corrosive to the concept of Canadian Freedom. I suppose the stance one may take would depend their relation to the topic within their own past experiences.
Obviously I have no issue - which in itself is very telling. Except of course for one particular relatively recent incident which is now coming to mind... one that I do not wish to disclose in depth at the moment. Honesty is key. Please be Honest.
14. Do you believe Port Moody Police use street checks to target people that are marginalized or a member of a visible minority?

Uniforms, equipment and vehicles
We would like to better understand your perspectives on the uniforms, equipment and vehicles used by Port Moody Police.
15. Do you believe the uniforms used by Port Moody Police are appropriate for policing?
[ Yes | No ] - If no, why do you think the uniforms are not appropriate?

For the most part I feel that the uniforms are fine. I do however question whether women, womb-men, should really be wearing skirts rather than pants. I understand that in a purely tactical role my comment may appear senseless. It may appear silly, disrespectful, and even agitating for the girls, however a Skirt may place a female Officer closer in line with her natural roles. She is to submit to Jesus Christ, and a Skirt reflects such.
16. Do you believe the equipment and vehicles used by Port Moody Police are appropriate for policing?

Overall Yes.
However, in my opinion the cars are designed to be an affront to a person's comfort and dignity. Whomever designed those cars for police use intentionally designed them to hurt and discomfort the occupant in custody. Quite frankly, accusing someone of some act and then proceeding to discomfort and displeasure that same person who is now burdened with proving his or her own innocence along with the burden of incarceration is rather disrespectful.
17. Do you believe you could easily recognize a police vehicle in a time of need?

Yes.
The unmarked cars are not always so easy to identify, but that's the point.
18. What are your perspectives on the uniforms, vehicles and equipment used by Port Moody Police?
The vehicles may, or may not, accelerate and handle well, but they certainly are not respectful towards occupants. At least not the cars. As for the paint scheme, I have never really been a fan of the Black and White.
School Liaison
Port Moody Police have a uniformed officer that serves as a school liaison.
In their role as liaison, the officer helps problem solve and provides public safety education for students and staff. The officer is the primary point of contact to respond to complaints about criminal behavior committed on school grounds or by school aged youth in the community. The liaison officer intermittently attends and is not full time at any school.
19. Do you believe making officers available to local schools is a valuable use of Port Moody Police resources?

Quite frankly I am disappointed to read this as there were no Port Moody Police Officers assigned to Port Moody Senior High School when I attended. At least not that I can recall. On this very topic, I do not feel that I am in the frame of mind to entertain this question in full.
20. Do you believe sending a uniformed officer to schools increases anxiety among those at the school?

No Opinion.
However, it is Quite Possible that a uniformed officer would increase anxiety for students. On the other hand, I have no idea of what it is like to be in school these days. Ideally, the presence of an officer would grant a feeling of security, a feeling of safety, a feeling of peace, however reality could easily be the inverse.
Best practice might prove to be one that keeps the police out of sight and out of mind. Port Moody is relatively small and police response time theoretically should be rather quick. At least in the 1990's, prior to stacking everyone in shoe boxes like rats in an endeavour to over-develop for quick profit.
I am opinionated, yet at the moment I am not sure about the idea of conditioning the youth to live in a police state.
21. What are your perspectives on the police school liaison?
I would prefer if such was not necessary.
Future of Policing
22. Did you know the BC government has formed a special committee to to reform the Police Act?
The committee will consider modernization, sustainability, role of police with social issues, and detection of systemic racism.

I do recollect an initiative of the British Columbia Legislative Assembly, but unfortunately my overall situation has not been stable enough to maintain an awareness of such. Seeing that there was no direct communication with my person over my interest in such it was likely dropped from my radar as more pressing issues took priority. Yes, however talk is cheap and action speaks much louder than words. We must remember that this works both ways in application.
I would much rather be independently wealthy enough to simply pay people (thus retaining control) to do what I should be able to do for myself in chronologically writing my forensic history as accurately as possible (without bias) so that all may study such and see for themselves exactly what is needed to compliment the existing policing, medical, social and judicial systems so that they can be made to actually work as effectively as possible for everyone as they should.
With such independent wealth I would next be able to hire basic level open-source developers to build a simple working model of what I had become convinced was absolutely needed in order to enable the system, and those with the interests of such, to be able to pursue the truth as efficiently as possible without threatening anyone's positions, careers, or requiring restructuring of existing systems / infrastructure.
All things that in reality I should have been to do by myself independently before having to let go of such for health concerns. A good start leads to a good finish. If you want a job done right do it yourself. Keep it simple stupid. The truth requires an untethered mind. Insanity is rare in individuals, in groups the norm. These quotes and more, are the reasons I had determined to go about attempting such on my own - aiming to be without crippling corruption brought about by the contamination of others.
Naturally trust has been an incredible issue for me, along with the insistence that every single thing be logged for reassembly at a later time, and the preference has been to remain out in the open with no secrets for all to see. For psychological reasons due to my personal history in growth and development (or the lack thereof in certain areas) I am not a strong verbal speaker, I prefer to keep visual communications to a minimum, and I highly prefer the psychological peace of using a keyboard to communicate while unmolested within my own home.
I am not sure of just how I want you to contact me. Naturally with as few third parties as possible. Gmail and Hotmail have proven corrupt, along with Facebook, Twitter, Youtube and the likes. I do not prefer telephone calls. The Port Moody Police Department has proven capable of emails in the past, and although my website is not set up as I would ever wish it to be, commenting to posts is relatively an easy thing to do. Just as with my Social Media Accounts, I do not delete the communications of others. At least not if I deem them to be a real person communicating in an identifiable form.

24. The Police Board has established a task force to examine the future of policing in Port Moody. What comments would you like to give the task force?
I feel that it is rather unfortunate that the prompt of such a survey here is not resulting in sharper, more concise, and insistent words from the core of my person. Ones that I may have found easier to state at earlier points in time. In short I have lots to say, however I think due to my natural need to heal, my being has already scabbed over and suppressed much information into a less readily available consciousness towards anything that would be truly important for myself to convey.
In attempting to recite prior personal events and experiences with the policing, medical social and judicial systems I can feel the core of my being wanting to vomit at the upbringing of such. I know the words, they have been realised, thought of, and even written over and over throughout the last four plus years. However in this moment digging down in an attempt to convey such one more time literally makes me ill. Just the attempt to capture it all in summary for meaningful effect makes me feel unwell.
I have been through injustice, after injustice, after injustice through a system that literally murders innocent upstanding people. I was literally driven straight into a situation where it would have been sane to walk in front of a moving car in order to kill myself to end the cruelty of the senseless situation, only to be told to remain in such a completely unjust position or else. In searching for words that have already been thought of, ones that have already been written, ones that have already been said, I came across this page where some good person copied and uploaded my Audio Testaments made inside a Probation Office to a Probation Officer.

I am not sure if you can imagine a Lion needing to rip everyone's head off who is preventing his extremely urgent immediate requirement to look after his own medical needs along with his absolute necessity to flip injustice on it's head, but that is how I really felt in the above audio clip. That the reality of my situation was that I needed to be unsheathing a sword and slaughtering all of the useless bureaucrats that were doing absolutely nothing to serve the interests of what was truly just and right. It was extremely painful and very damaging to my person to voluntary subject myself to the systems requirement that I put up with such criminal bullshit, however I was at least able to make use of such a deplorable situation to capture the above audio file.
To be quite honest, sitting here just now listening to the above I am reminded of all the failures. At this moment I do not really have faith in the assembled Task Force. Quite frankly I fear it will just be more of the same. A bunch of soft useless twats who have no clue in how to make the system actually work for everyone, nor the true desire. Even further, I feel that even if they did have such a desire that they will have absolutely no resolve to actually get the job done properly. I am in a jaded assumption here. I do not know of anyone on the assembled "Task Force", but I do know that I myself was pushed into such a degraded position that I was left with the conclusion that the only way that I could foresee fixing myself would be to first fix the system beforehand. Fix the system for everyone. I determined that that was necessary before I could ever completely fix myself. Even further, I determined that I should seek to do such right into my death if need be. Is there anyone one else with such a conviction on this Task Force? Perhaps there is and I am just turning in a ridiculous asshole.
I was mentored when I was much younger. I was taught much about the hard facts of life. I was taught much about personal conduct. I was taught much about personal responsibility. I was taught much about personal accountability. Furthermore, I had had high ideals when I was younger. I set noble goals. I set honest obtainable admirable goals that no person should have taken upon themselves to derail me from. In some ways I have had an extremely hard life, just as I was told I would. In other manners, a relatively easy one. Your perspective just depends on which part of my story that you understand. The same going to be true in the inverse; in how I see you. In all honesty, I am not sure where I can stand with this Task Force, because in all reality I should be declaring myself in Voluntary Service of Her Majesty the Queen / God and kicking anyone's ass who gets in my way.
The following can easily be viewed as an excuse making me the absolute biggest loser in front of the whole world. Delayed justice is injustice. I have been prolonged for great duration's from being able to obtain my own goals by what is truly an (un)intentionally corrupt system. I have been (un)intentionally inhibited from following through with my own needs to supply what is required to fix this (un)intentionally corrupt system so that afterwards I may fix myself. I came to conclude sometime over the last year or two that I had to let it all go in order to nurse my health, otherwise I would be useful for no purposeful task. Not useful for fixing the system, not useful to myself in maintaining my own independence, not useful for anything worth living for at all really.
If this Task Force truly wants to evolve public safety in a manner that I have believed with extremely strong conviction that would empower every single person to clear the air around them in the Pursuit of the Life, Liberty and Freedom... in a Pursuit of the Eternal Truth (I am little short of perfection in my wording), in the Pursuit of what is Just and Right, I believe that the Policing System, I believe that every System, could easily be complimented in such a manner that it would almost immediately lift everyone out of the fog in which they live. I might be a little removed from the time when all of this was more clear and immediate to my person, but I had foreseen something so simple, so effective, that everyone would wonder how they ever did without it.
The great thing about it, the great thing about the idea, is that it requires no changes. Such a thing could easily be implemented into existing Systems without change, without direct threats to positions, careers, entities. In the inverse, it could easily be removed just the same. Put it in, take it out. You are right here where you started with no differences. In communicating what such an idea is I break down. I have foreseen something that would be much easier to just do, than to explain. In explaining, I suppose there are a few issues. One of those key issues is the understanding that the pursuit of the purest truth must be the highest ideal. Integrity matters right through the entire core. I could simply write out the basic idea for consideration, but if the wrong party picks up on it in a quick dash to implement such without such a core concept, then everything becomes pointless and all for naught. At least that was always my way of thinking.
I want to point out that I am not interested in a Task Force that seeks to create more bureaucracy for the sake of creating useless bureaucracy. I am not interested in limp dicks to put it bluntly. If this Task Force would like to shoot for the highest goals possible, then I will go the distance with you. Otherwise it's just a waste of my limited health and a waste of what I feel is my already vastly shortened lifespan. I wish I could convey the points I need to here. I wish I could convey the opportunity we all have here. We all only here for a certain amount of time. You can stand up and leave a positive contribution for all time, or simply make yourself comfortable and disappear into obscurity. To each their own perhaps. I just have a feeling that if I follow along, I might just be wasting my time, or even worse... I may end up wasting yours. I am losing my own drive, my own desire, my own conviction. Besides, if I was already in the lead of such, I likely wouldn't be writing this. I would be setting the example. I would be doing your homework for you. I would be lighting your way.
I think I have missed nearly every valuable point that I have wanted to make, but please do know the following: I stood in court and stated that "We are all flawed". I wish I could remember the whole message stated. The point is that none of us are perfect, we must forgive each other and seek to climb higher. I should digress. Some of you may be far better at such a thing than myself. Anyways, there is really nothing stopping any of you from endeavouring to lead the world with the evolution of a policing system that sets the standard across the world. Where there is a will there is a way. Sometimes you just have to go for the gold. I don't know who I am trying to convince at this point, a Task Force, or Myself. I just know that I am not writing this the way I wish to. I am not writing what I desired to. Port Moody is a relatively small, but a strong enough city to pull off something great here. Something that I have foreseen as an immensely beneficial compliment to good officers and good citizens alike. It might the perfect combination. An independent police department, and an independent life long resident, the right history and potentially the right ideas. The Right Stuff.
A short time ago, I might have demanded that the city, the police department and myself reach for the stars in honour of Her Majesty Queen Elizabeth the Second as a tribute to Her Reign, or something to this effect. I suppose I am only questioning the actual ability, the actual desire and the actual fortitude of those involved, including myself. I cannot say that I am interested in wasting what is left of my life in only going half way. I am at a personal point in my life where I have accepted that there is only so much time and capability left. Simplicity is key. The ineptness of the bureaucracy needs to be reduced, not increased. I believe it would be very simple to increase integrity, efficiency, accuracy and not to forget to mention personal fulfillment. From speaking to experienced RCMP Members who are inhibited/frustrated by such an (un)intentionally corrupt system, I am sure that a system that fulfills an Officers pride, one that grants him/(her) internal reward, would be welcome. I really do not believe that it would difficult to enable everyone within such an existing system to continually refine the truth as they learn it to be. I really do not believe that it would difficult to enable the system to continually seek truth, to continually seek the refinement of such.
