If it is not a crime to use doctors to play the system in order to ram a citizen into the hospital fraudulently, only to then arrest them upon hospital discharge, using "charges that will not stick", so that they can throw an abused human being who came to them for help, one who almost committed suicide, one who almost dropped dead just months before, out into the street destroying his livelihood...
