***BACKGROUND***
Daniel BERLAYDEN has had previous interactions with the police regarding his mental health, with the most recent occuring in November 6, 2015 (see Port Moody file: 15-6316). It has been previously stated in reports the Daniel's mental health has been deteriorating and that there have been ongoing disputes between Daniel and his family. Many of these disputes revolve around money that Daniel has paid to [blank] for rent.
[blank] has previously complained to the Port Moody Police Department (PMPD) about arguments [blank] has had with Daniel, and has stated [blank] (see Port Moody file 10-3991).
***CIRCUMSTANCE OF EVENT***
On January 13, 2016 [blank] made a complaint at the PMPD regarding [blank] Daniel BERLAYDEN. [blank] explained that Daniel was making posts on Facebook that were defaming his family's character. These messages however were not threatening, and therefore, there were no criminal grounds for police to act on.
Although, based on Daniel's previous interactions with police regarding his mental health, it was decided that a check well-being file be created for Daniel's residence. Members were to assess Daniel's mental health at the time, advise him to stop posting the Facebook messages, and determine if he had plans in place for the possibility of being evicted from his home.
***POLICE ACTIONS***
On January 13, 2016 at approximately 1609 hours Cst QUEENAN and Cst WONG attended the residence of 560 Foress Dr to speak with Daniel. During the conversation, it was determined that Daniel had a lot of resentment and anger toward his mother and siblings. Daniel epxlained that he felt he was a victim to years of emotional abuse since childhood, and also alluded to being the subject of physical abuse at an early age. Additionally, it was clear that Daniel was very emotional about the death of this father approximately 10 years earlier.
When Cst QUEENAN asked Daniel if he wanted to kill himself, or inflict harm to himself or others, Daniel clearly stated no. Daniel told Cst QUEENAN that the last time he had felt suicidal was approximately two years ago and that he was not suicidal anymore.
It was noted that Daniel was calm during most of the conversation and only became emotionally upset when the topic changed to the death of his father. Upon questioning, Daniel stated he was not currently taking any medication for his depression or mental health issues.
Through offering mental health services to Daniel, Cst QUEENAN found out that Fraser Health workers had attended Daniel's residence and spoke with him on January 12, 2016. Daniel said that he was open to receiving help for his mental health and was intending on following up with Fraser Health.
When questioned about the possibility of eviction, Daniel stated that he had no where to else to go. It was explained to police that he was currently unemployed, a result of being 'sick' from the ongoing issues with his family, and that he did not have the money to move out.
Cst QUEENAN was told that Daniel would be part of a conference with Residential Tenancy Branch on Friday January 15, 2016, due to the work he had put into the house over the years.
***CONCLUSION***
Cst QUEENAN advised Daniel to refrain from making future Facebook posts, as they may be used against him in the future by his family, and to follow through with getting in contact with Fraser Health.
Cst WONG emailed the PMPD's Victim Services and Mental Health Officer to follow up with Fraser Health in order to provide further assistance to Daniel.
